Pay Guard: pre-payment allow / warn / block for x402

Before your agent signs a 402 challenge, check that payTo matches the domain's verified Agentropolis wallet, that the amount/asset/network match the plan, that the resource URL is safe (no lookalikes), and that the seller has no wash flags. Returns allow, warn, or block. Missing data defaults to warn — false blocks hurt trust. Bundled: Seller Wallet Reputation for buyer counts, top-buyer share, wash flags and trust score.
